Dear brides of the world: Please stop using confusing phrases for dress code. Harvest chic, elegant picnic attire, and the like are not informative.
Morgan, Janetor here: I took "elegant picnic attire" to mean dressy day dresses, perhaps worn with low-heeled sandals and a cardigan. Garden party, basically. Hope that helps!
