Laura, Found of You here. The reason you are having a hard time is because fabulous Kentucky Derby hats are SO EXPENSIVE (See #1). My advice would be to buy an unadorned big floppy hat, then head to your local craft store to deck it out with ribbons, feathers, flowers, and whatever else suits your fancy. P.S. You made us all want a Mint Julep. Mmmmm...
