I had nail polish that did this back when I was in middle school, pretty sure it was made by covergirl though I could be wrong. I'm not saying its not a good idea, but OPI/Katy Perry certainly didn't come up with it.
(there were also many colors to choose from, not just black. I think it was called "Crackle".)
